The Chief Executive Officer, Zilla Parishad, Aurangabad is inviting online E-Tender for Scanning, Digitization, Indexing and Tagging and uploading of records of various sizes to the centralized Document Management System Zilla Parishad, Aurangabad by the Rural Development Department.

Zilla Parishad, Aurangabad desires to Scan, Digitize, Index, Tag and upload to Centralized Document Management System provided by Rural Development Department of Old/New files, maps, registers of various sizes ( from A4 to A0), data entry of indexing fields as per subject and year. The Document Management System shall be provided by the Rural Development Department. Detailed information about Scope of work is Section 4.
The tender document will be made available on www.mahatenders.gov.in. Interested vendors should purchase tender through debit / credit card or net banking. Tender cannot be purchased by paying cash. Before buying any tender, make sure to check pre-qualifying terms. No interest shall be payable or permissible on the tender & EMD amount.

Terms & Conditions
1) The tender document shall be submitted through online mode. It is mandatory to submit all the documents related to eligibility online.
2) Bidder must purchase a digital signature from the authorized company for a tender submission.
3) It is necessary to mention the rates in the BoQ format given on the website. Rate submitted in online BoQ will be final. Bidder shall fill the rate for scanning, digitization, indexing, tagging and uploading the documents to Centralized Document Management System work as per the document's size, and data entry.
4) Bidder are not allowed to cancel their tender without the consent of Zilla Parishad during the validity period of the tender. However, if such situation arises, the EMD will be seized from the bidder without prejudice and the bidders will be eligible for penal action.
5) The above mentioned work is critical in nature and special to the Zilla Parishad.Zilla Parishad will not be bound to accept the lowest bid. No arguments regarding this will be entertained.
6) Zilla Parishad shall have right to reject tenders from vendors currently working on pilot/experimental projects and having left projects incomplete in the past. Note that the blacklisted vendors shall not be eligible to compete.
7) Since, majority of the documents are in Marathi, it is expected that the resources deployed by the vendors shall have proficiency working in Marathi language.
8) While selecting a competent contractor, Zilla Parishad will reject tender document if bidder does not qualify as per eligibility terms or documents are not submitted as per requirement.
9) The bid submitted by bidder will be rejected if bidder tries to get their bid document approved by using illegal means or if bidder has submitted documents and quoted minimum rates but does not have experience in scanning and digitizing documents 5 of Zilla Parishad / Municipal Corporation / Municipal Council. The Zilla Parishad will not be bound to accept the lowest bid in case of any discrepancies found.
10) Bidder shall submit their commercials, as per given format in BoQ document
11) The successful bidder shall study and sign the agreement document. No terms mentioned in contract agreement will be changed on issue of work order to successful bidder. On signing of contract agreement by the contractor, it will be assumed that the draft of the agreement is acceptable.
12) Maximum of two bidders (Lead Bidder and Consortium Partner) can make consortium for this tender. However, the lead bidder shall satisfy the eligibility criteria as mentioned in the tender. Under this consortium, the lead bidder can for a consortium with any one party for the supply/ services if necessary.
13) Consortium Agreement between two parties shall be submitted at the time of agreement with Zilla Parishad, if successful bidder has formed consortium for this bid
14) Successful bidder shall sign agreement for period of 12 months. Rate quoted in tender will be valid for the period of contract agreement. Chief Executive Officer reserves right to increase contract agreement period and document quantity.
15) No queries from bidder will be entertained if they face any issues with internet, eToken or payment gateway at the time of bid submission.
16) Chief Executive Officer reserves right to give work order even if only one bidder is technically eligible. In case of any dispute or any ambiguity related to tender, final decision would be taken by tender committee.
17) The whole exercise will be conducted in the premises of ZP and none other premises should be used for the same. The successful bidder should ensure that no documents are transported out of ZP Office physically or by any means of electronic communication medium. If the bidder or any of his resources are found guilty of activities mentioned, bidder’s contract will be terminated immediately and shall be blacklisted and will be liable for criminal action as per prevalent laws.
